Mr. Monitor was the head of the Neitherworld TV "nutwork" - apparently the Neitherworld has only the one network. I don't envy Mr. Monitor's job. I think the show writers had a lot of fun torturing him - wonder why they'd do that?
(I've always wondered if he was named after Beetlejuice writer Doug Molitor..?)
